ACTED PSEAH Policy:

REACH Assessment Officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The REACH Assessment Officer has an obligation to complete all mandatory training related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organizational policies or codes of conduct according to ACTED’s procedures. BACKGROUND ON IMPACT INITIATIVES AND REACH

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED’s operational support in its fields of intervention.

Job Purpose

The Assessment Officer – Cash, Markets & Multi-Sector Analysis will support REACH’s cash, market and multi-sector analysis work under the ECHO-funded Rapid Response Mechanism (RRM) in Cabo Delgado and the northernmost districts of Nampula. The role will provide technical and analytical support to the IMPACT Senior Assessment Officer and Senior GIS/Data Officer, with a particular focus on market monitoring, cash feasibility analysis, price data, market functionality, expenditure-related evidence and structured quantitative analysis using R.

Objectives

The Assessment Officer will support the IMPACT SAO in the implementation of REACH’s cash, market and multi-sector analysis activities under the ECHO-funded RRM.

The role is responsible for providing practical, technical and analytical support across market monitoring, rapid market assessments, cash feasibility analysis, data cleaning, R-based analysis, dashboard inputs and draft analytical products, ensuring that the SAO and Senior GIS/Data Officer have timely, structured and reliable evidence to inform response planning and wider coordination.

The Assessment Officer is responsible for supporting:

  • Market monitoring and cash-related assessment activities;
  • Quantitative data cleaning and analysis, including using R;
  • Preparation of structured datasets, tables, charts and analysis outputs;
  • Maintenance of market monitoring and cash analysis databases;
  • Draft analytical inputs on prices, markets, expenditure, cash feasibility and response implications;
  • Harmonisation of market and cash-related tools, under the guidance of the SAO;
  • Backstopping wider RNA and RRM analysis workflows when required.

Objective 1: Cash and market assessment support

Support the SAO in preparing, organising and following up on market monitoring, rapid market assessments, cash feasibility assessments and other cash-related data collection activities under the RRM.

Objective 2: Quantitative data cleaning and R-based analysis support

Support the SAO and Senior GIS/Data Officer with structured data cleaning, analysis and documentation, with a particular focus on using R to process market monitoring, price, expenditure and multi-sector datasets.

Objective 3: Market monitoring and information management support

Support the maintenance of market monitoring databases, price tracking tools, market functionality datasets and related dashboard inputs, ensuring that information is regularly updated, coherent and ready for review.

Objective 4: Analytical and reporting support

Support the preparation of draft tables, charts, summaries and narrative inputs on cash, markets and multi-sector findings, with final analysis and messaging led by the SAO.

Objective 5: RRM assessment backstopping and partner follow-up

Support wider RRM assessment workflows during response peaks, including data cleaning, dashboard updates, field team follow-up and partner data collection support, as requested by the SAO.

Duties and Responsibilities

  1. Cash and market assessment preparation and implementation support
  • Support the SAO in preparing market monitoring exercises, rapid market assessments, cash feasibility assessments and other cash-related assessment activities.
  • Prepare draft assessment materials, including Kobo forms, vendor interview tools, market observation tools, price monitoring templates, fieldwork trackers and enumerator briefing materials, for review by the SAO.
  • Support the organisation of assessment timelines, fieldwork plans, enumerator briefings and partner data collection follow-up.
  • Track daily data collection progress, including markets covered, submissions received, vendor profiles reached, missing data and pending follow-up.
  • Flag delays, access constraints, tool interpretation issues, market access limitations or data collection challenges to the SAO.
  • Support the documentation of field feedback and lessons learned to inform future tool revisions led by the SAO.
  1. Quantitative data management and R-based analysis
  • Clean, organise and document quantitative datasets related to market monitoring, price tracking, cash feasibility, expenditure, livelihoods and other relevant multi-sector analysis.
  • Use R to support data cleaning, data quality checks, reproducible analysis workflows and basic visualisation, in coordination with the SAO and Senior GIS/Data Officer.
  • Conduct routine checks on incoming Kobo submissions, including completeness, consistency, GPS accuracy, logical skips, outliers, missing values and duplicate entries.
  • Maintain data cleaning logs, issue trackers, syntax/scripts and follow-up lists for each assessment or monitoring cycle.
  • Prepare preliminary frequency tables, cross-tabulations, price summaries, market functionality tables and basic trend analysis for review by the SAO.
  • Support the Senior GIS/Data Officer with data preparation for maps, dashboards and visual outputs, where required.
  • Ensure that datasets, scripts, cleaning logs and supporting documentation are stored in line with IMPACT file management, confidentiality and data protection standards.
  1. Market monitoring and cash information management support
  • Maintain and update internal trackers related to market monitoring, assessed markets, vendor coverage, price data, market functionality indicators and cash feasibility findings.
  • Support the preparation of dashboard input files related to market prices, market functionality, cash feasibility, response coverage and operational constraints, where relevant.
  • Check that market and cash-related dashboard inputs are complete, coherent and correctly formatted before review by the SAO or Senior GIS/Data Officer.
  • Support the compilation of secondary data and partner inputs required for cash and market analysis, including price data, access constraints, market disruptions, supply chain information and response-related information.
  • Maintain clear records of data sources, update dates, assumptions and validation status for information included in trackers, dashboards and draft analysis.
  1. Analytical and reporting support
  • Prepare draft charts, tables, key findings summaries and narrative bullet points on cash, markets and multi-sector findings for review by the SAO.
  • Support the drafting of market monitoring outputs, cash feasibility summaries, RNA inputs, dashboard summaries, situation overviews and other short analytical products.
  • Support analysis of price trends, availability, accessibility, affordability, market resilience and infrastructure, using agreed analytical frameworks.
  • Support the preparation of evidence related to Minimum Expenditure Basket / Survival Minimum Expenditure Basket (MEB/SMEB) discussions, transfer value analysis and cash response feasibility, under the guidance of the SAO.
  • Ensure that draft outputs are clearly linked to cleaned datasets, documented assumptions and traceable evidence.
  • Incorporate comments and revisions from the SAO into draft products and supporting materials.
  • Assist with formatting, proofreading and consistency checks before products are finalised by the SAO.
  1. RRM assessment backstopping and multi-sector analysis support
  • Backstop the REACH Assessment Officer – Rapid Response Mechanism (RRM) during response peaks, field deployments or periods of increased RRM assessment workload.
  • Support the cleaning and organisation of RNA, Vulnerability Assessment or other RRM datasets when cash, markets, food security, livelihoods, expenditure or household vulnerability data are relevant.
  • Prepare basic summaries and cross-tabulations to support analysis of household needs, vulnerability, response preferences and market-related constraints.
  • Support the harmonisation of coding, variable naming and data structures across RNA, market monitoring and dashboard datasets.
  • Support the SAO and Senior GIS/Data Officer in identifying recurring data quality issues and proposing practical improvements to data collection tools and cleaning workflows.
  1. Partner, field team and coordination support
  • Support day-to-day communication with REACH field staff, enumerators and partner data collection focal points on market assessment timelines, tool use, submissions and follow-up questions.
  • Assist in organising trainings, briefings and refresher sessions on market monitoring, cash feasibility tools, Kobo forms and data quality standards, led by the SAO.
  • Track attendance, action points, partner feedback and pending follow-up from assessment-related meetings or trainings.
  • Participate in technical or coordination meetings when requested, primarily to take notes, track action points and support follow-up.
  • Support practical liaison with ACTED operations, logistics, security and finance teams where required for assessment implementation.
  • Maintain regular communication with the SAO and Senior GIS/Data Officer on progress, challenges and support needs.
  1. Documentation, filing and compliance
  • Maintain organised folders for tools, datasets, R scripts, cleaning logs, meeting notes, training materials, output drafts and final products.
  • Ensure that all assessment and analysis documentation is complete and available for internal review, donor reporting or audit purposes.
  • Support the preparation of basic inputs for donor reporting, internal updates and project monitoring, as requested.
  • Respect confidentiality and ensure that sensitive data and internal documents are not shared without authorisation.
  • Comply with IMPACT research standards and ACTED administrative, HR, logistics, finance and security procedures, as applicable.

REQUIREMENTS:

  1. Academic qualifications: University degree in a relevant discipline, such as statistics, economics, data science, international development, humanitarian action, social sciences, geography, public health, political science or a related field. A master’s degree is an asset.
  2. Work experience: At least 2 to 3 years of relevant professional experience in humanitarian or development settings, particularly in assessments, monitoring and evaluation, information management, data analysis, market assessments, cash programming support or research. Familiarity with the humanitarian coordination system in Mozambique is strongly desirable.
  3. Cash and market analysis experience: Experience supporting market assessments, price monitoring, cash feasibility assessments, food security/livelihoods analysis, expenditure analysis or CVA-related evidence generation is strongly desirable.
  4. Assessment and research skills: Good understanding of quantitative and qualitative data collection methods, including household surveys, key informant interviews, vendor interviews, market observation tools and rapid needs assessments. Experience supporting tool development, fieldwork preparation, data quality checks and basic analysis is required.
  5. Data management and R skills: Proven experience cleaning, organising and analysing quantitative datasets is required. Strong working knowledge of R for data cleaning, analysis and reproducible workflows is required. Experience documenting scripts, cleaning decisions and analytical assumptions is strongly desirable.
  6. Software skills: Strong knowledge of Microsoft Office, particularly Excel, Word and PowerPoint, is required. Experience with KoboToolbox/ODK is required. Knowledge of Power BI, QGIS, SPSS, STATA, Python, InDesign or other data analysis, visualisation or design software is an asset.
  7. Communication and reporting skills: Strong written and verbal communication skills, with the ability to prepare clear summaries, meeting notes, tables, charts and draft analytical inputs for review. Attention to detail and ability to present quantitative information clearly are essential.
  8. Coordination and teamwork: Ability to work closely with field teams, enumerators, partner focal points and technical colleagues, while ensuring regular communication with the SAO and Senior GIS/Data Officer. Experience supporting trainings, briefings or partner follow-up is an asset.
  9. Multi-tasking skills: Ability to manage several tasks at the same time, follow up on multiple assessment and analysis workstreams and meet tight deadlines in a fast-moving emergency response environment.
  10. Level of independence: Ability to work independently on assigned tasks, while proactively flagging challenges, data quality issues, analytical uncertainties or support needs to the SAO.
  11. Cross-cultural work environment: Ability to work effectively in a multicultural and multilingual environment, with flexibility, diplomacy and respect for humanitarian principles.

Experience in the geographical area: Previous experience working in Cabo Delgado, Nampula or other areas affected by displacement, conflict or natural hazards in Mozambique is strongly desirable.

  • Language skills: Fluency in Portuguese and English is required. Knowledge of local languages spoken in Cabo Delgado and/or northern Nampula is a strong asset.
