Greening strategy:

ACTED PSEAH Policy:
The REACH Assessment Officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The REACH Assessment Officer has an obligation to complete all mandatory training related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organizational policies or codes of conduct according to ACTED’s procedures. The REACH Assessment Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.
BACKGROUND ON IMPACT INITIATIVES AND REACH
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED’s operational support in its fields of intervention.
Job Purpose
The Assessment Officer will support the design, coordination and implementation of REACH’s RNA and information management work under the ECHO-funded Rapid Response Mechanism (RRM) in Cabo Delgado and the northernmost districts of Nampula. The role will help ensure that alerts, severity scoring, Rapid Needs Assessments (RNAs) and related outputs generate timely, operationally relevant evidence for first-line response decision-making, with a focus on maintaining harmonised assessment tools, supporting data collection and quality assurance, updating dashboard inputs, drafting concise analytical products, and coordinating closely with RRM partners, clusters and first-line responders.

Objectives
The Assessment Officer will support the IMPACT SAO in the day-to-day implementation of REACH’s assessment and information management activities under the ECHO-funded Rapid Response Mechanism in Cabo Delgado and the northernmost districts of Nampula.
The role is responsible for providing practical, technical and administrative support across RNAs, data quality assurance, dashboard inputs, assessment tracking and draft analytical products, ensuring that the SAO has timely and well-organised information to guide analysis, coordination and decision-making.
The Assessment Officer is responsible for supporting:
- The implementation of RNAs and related assessment activities;
- Routine data management, cleaning and quality assurance;
- Maintenance of assessment trackers, alert logs and dashboard input files;
- Preparation of draft analytical inputs for review and validation by the SAO;
- Day-to-day follow-up with field teams, enumerators and partner data collection focal points;
- Documentation, filing and information management in line with IMPACT standards.
Objective 1: Assessment implementation support
Support the SAO in preparing, organising and following up on REACH assessment activities under the RRM, ensuring that tools, fieldwork plans and data collection processes are implemented as agreed.
Objective 2: Data management and quality assurance support
Support the SAO and Senior GIS/Data Officer with routine data cleaning, quality checks, documentation and dataset organisation to ensure that assessment data is complete, coherent and ready for analysis.
Objective 3: Dashboard and information management support
Support the maintenance of RRM information management systems, including alert trackers, severity scoring inputs, RNA databases and dashboard input files, ensuring that information is updated, structured and ready for review.
Objective 4: Analytical and reporting support
Support the preparation of draft tables, charts, summaries and narrative inputs for RNA briefs, factsheets, dashboard updates and other analytical products, with final analysis and messaging led by the SAO.
Objective 5: Field, partner and administrative follow-up
Support regular communication with field teams, enumerators and partner data collection focal points on practical assessment follow-up, while ensuring that issues, delays or data quality concerns are escalated to the SAO in a timely manner.
Duties and Responsibilities
- Assessment preparation and implementation support
- Support the SAO in preparing RNAs, including light and more comprehensive RNAs, under the ECHO-funded RRM.
- Prepare draft assessment materials, including Kobo forms, interview guides, observation tools, training materials, fieldwork trackers and deployment checklists, for review by the SAO.
- Support the organisation of assessment timelines, fieldwork plans, enumerator briefings and partner data collection follow-up.
- Track daily data collection progress, including submissions received, locations covered, key informant profiles reached and pending follow-up.
- Flag delays, access constraints, tool interpretation issues or data collection challenges to the SAO.
- Support the documentation of field feedback and lessons learned to inform tool revisions led by the SAO.
- Data management and quality assurance
- Conduct routine quality checks on incoming Kobo submissions, including completeness, consistency, GPS accuracy, logical skips, outliers and missing information.
- Maintain data cleaning logs, issue trackers and follow-up lists for each assessment.
- Support the cleaning, coding and organisation of qualitative and quantitative RNA datasets.
- Prepare preliminary frequency tables, cross-tabulations and basic summaries for review by the SAO.
- Support the Senior GIS/Data Officer with data preparation for maps, dashboards and visual outputs, where required.
- Ensure that datasets, cleaning logs, tools and supporting documentation are stored in line with IMPACT file management, confidentiality and data protection standards.
- Dashboard and information management support
- Maintain and update internal trackers related to alerts, assessments, locations covered, data collection status, partner submissions and RNA outputs.
- Support the preparation of dashboard input files, including validated information on alerts, severity scoring inputs, RNA findings, partner presence and response-related information, where relevant.
- Check that dashboard inputs are complete, coherent and formatted correctly before review by the SAO or Senior GIS/Data Officer.
- Support the compilation of secondary data and partner inputs required for alert review, severity scoring and RNA preparation.
- Maintain clear records of data sources, update dates and validation status for information included in trackers and dashboard inputs.
- Analytical and reporting support
- Prepare draft charts, tables, maps requests, key findings summaries and narrative bullet points for review by the SAO.
- Support the drafting of RNA briefs, factsheets, dashboard summaries, situation overviews and other short analytical products.
- Ensure that draft outputs are clearly linked to cleaned datasets and traceable evidence.
- Incorporate comments and revisions from the SAO into draft products and supporting materials.
- Support the preparation of presentation materials, meeting notes and dissemination packages, as requested.
- Assist with formatting, proofreading and consistency checks before products are finalised by the SAO.
- Field team, partner and coordination support
- Support day-to-day communication with REACH field staff, enumerators and partner data collection focal points on assessment timelines, tool use, submissions and follow-up questions.
- Assist in organising trainings, briefings and refresher sessions led by the SAO.
- Track attendance, action points, partner feedback and pending follow-up from assessment-related meetings or trainings.
- Participate in technical or coordination meetings when requested, primarily to take notes, track action points and support follow-up.
- Support practical liaison with ACTED operations, logistics, security and finance teams where required for assessment implementation.
- Maintain regular communication with the SAO on progress, challenges and support needs.
- Documentation, filing and compliance
- Maintain organised folders for tools, datasets, cleaning logs, meeting notes, training materials, output drafts and final products.
- Ensure that all assessment documentation is complete and available for internal review, donor reporting or audit purposes.
- Support the preparation of basic inputs for donor reporting, internal updates and project monitoring, as requested.
- Respect confidentiality and ensure that sensitive data and internal documents are not shared without authorisation.
- Comply with IMPACT research standards and ACTED administrative, HR, logistics, finance and security procedures, as applicable.
REQUIREMENTS:
- Academic qualifications: University degree in a relevant discipline, such as statistics, economics, data science, international development, humanitarian action, social sciences, geography, public health, political science or a related field. A master’s degree is an asset.
- Work experience: At least 2 to 3 years of relevant professional experience in humanitarian or development settings, particularly in assessments, monitoring and evaluation, information management, data analysis, market assessments, cash programming support or research. Familiarity with the humanitarian coordination system in Mozambique is strongly desirable.
- Cash and market analysis experience: Experience supporting market assessments, price monitoring, cash feasibility assessments, food security/livelihoods analysis, expenditure analysis or CVA-related evidence generation is strongly desirable.
- Assessment and research skills: Good understanding of quantitative and qualitative data collection methods, including household surveys, key informant interviews, vendor interviews, market observation tools and rapid needs assessments. Experience supporting tool development, fieldwork preparation, data quality checks and basic analysis is required.
- Data management and R skills: Proven experience cleaning, organising and analysing quantitative datasets is required. Strong working knowledge of R for data cleaning, analysis and reproducible workflows is required. Experience documenting scripts, cleaning decisions and analytical assumptions is strongly desirable.
- Software skills: Strong knowledge of Microsoft Office, particularly Excel, Word and PowerPoint, is required. Experience with KoboToolbox/ODK is required. Knowledge of Power BI, QGIS, SPSS, STATA, Python, InDesign or other data analysis, visualisation or design software is an asset.
- Communication and reporting skills: Strong written and verbal communication skills, with the ability to prepare clear summaries, meeting notes, tables, charts and draft analytical inputs for review. Attention to detail and ability to present quantitative information clearly are essential.
- Coordination and teamwork: Ability to work closely with field teams, enumerators, partner focal points and technical colleagues, while ensuring regular communication with the SAO and Senior GIS/Data Officer. Experience supporting trainings, briefings or partner follow-up is an asset.
- Multi-tasking skills: Ability to manage several tasks at the same time, follow up on multiple assessment and analysis workstreams and meet tight deadlines in a fast-moving emergency response environment.
- Level of independence: Ability to work independently on assigned tasks, while proactively flagging challenges, data quality issues, analytical uncertainties or support needs to the SAO.
- Cross-cultural work environment: Ability to work effectively in a multicultural and multilingual environment, with flexibility, diplomacy and respect for humanitarian principles.
Experience in the geographical area: Previous experience working in Cabo Delgado, Nampula or other areas affected by displacement, conflict or natural hazards in Mozambique is strongly desirable.
- Language skills: Fluency in Portuguese and English is required. Knowledge of local languages spoken in Cabo Delgado and/or northern Nampula is a strong asset.
