Objective:
- Provide strategic and operational leadership for Ayuda en Acción in Cabo Delgado. Oversee grant management, new business development, and donor/partner engagement. Lead the Pemba and Palma offices, ensuring coordination between humanitarian and development teams, support functions, and cross-cutting areas (MEAL, gender, communications, security).
- The Head of Office in Cabo Delgado is responsible for representing the organization at regional level, ensuring effective coordination of operations, security management, and smooth implementation of projects in alignment with the country strategy.
Responsibilities:
Strategic & Programmatic Leadership:
- Lead the Pemba and Palma field offices, providing overall direction across humanitarian, recovery and development portfolios.
- Oversee technical leads in humanitarian and development sectors to deliver integrated, evidence-based programmes.
- Provide strategic leadership and guidance to Country Director and Country Management Team (CMT), supporting decision-making and organizational objectives.
- Ensure alignment of Cabo Delgado programs with the organization’s overall vision, and lead necessary change initiatives to achieve full strategic coherence.
- Embed Security, MEAL, gender, and communications considerations in all interventions.
Team & Office Leadership
- Provide direct management and coaching to programme leads and indirect oversight to national staff.
- Work in close collaboration with the Director of Operations to ensure effective support services (logistics, HR, finance, administration) are provided to projects in Cabo Delgado.
- Foster an inclusive and supportive office culture that priorities staff well being, safeguarding and accountability.
- Facilitate smooth communication between the Cabo Delgado office and the Maputo office.
- Collaborate closely with the Country Director and Programme Coordinator Managers to ensure that organizational policies, standards, and quality procedures are consistently applied within the Cabo Delgado office.
Portfolio Management & Learning
- Coordinate with the Programme Coordinators (Development and Humanitarian) to support project implementation, ensuring coherence between technical direction and field realities.
- Ensure regular reviews of programme performance; capture lessons learned and integrate findings into adaptive management, inspired by projects that document and disseminate good practices.
- Support the development of multiyear regional strategies and annual plans.
Learning & Knowledge Exchange
- Facilitate regular cross learning sessions between teams in Pemba, Palma and Maputo to share best practices, challenges and innovations.
- Establish mechanisms for capturing and disseminating lessons learned (e.g., after action reviews, field visits) across the country.
Security Management
- Monitor the security environment in Cabo Delgado and provide regular updates to the Country Director.
- Implement and enforce security protocols in coordination with the Country Director.
- Ensure all staff in Cabo Delgado are trained and aware of security procedures.
- Ensure that the Cabo Delgado security plan is maintained, regularly updated, and effectively implemented in alignment with the Country Director’s guidance.
Compliance & Risk Management
- Proactively identifying, assessing, and managing risks flagged by the compliance team that may affect the organization’s reputation, program delivery, or operational integrity.
- Supporting the enforcement of internal controls in finance, logistics, human resources, and administration, in close coordination with the Director of Operations.
- Collaborating with the Country Director and Operation Director and Coordinators to guarantee adherence to organizational policies, standards, and quality assurance procedures.
- Promoting staff awareness and ownership of compliance requirements, safeguarding standards, and ethical practices.
Partnerships & Coordination
- Serve as the primary liaison, in collaboration with Development and Humanitarian Coordinators, with provincial authorities, UN agencies, INGOs, local NGOs, and community leaders. Represent Ayuda en Acción, and ensure the effective integration of the AeA team, in cluster meetings, working groups, and civil society forums.
- Work with resource mobilisation teams to develop joint or consortium proposals when appropriate.
- Provide support to the Development and Humanitarian Coordinators in representation and liaison with authorities, partners, and stakeholders whenever required by the projects.
Business Development & Proposal Writing
- Lead the identification of funding opportunities and development of proposals for northern interventions in Cabo Delgado.
- Support portfolio diversification by identifying new thematic areas and pilot initiatives in both north and south.
- Coordinate proposal design processes, convening technical teams, local partners and support functions to develop innovative, evidence-based projects.
- Produce compelling concept notes and proposals that integrate cross cutting themes (gender, accountability, environmental sustainability) and lessons from previous interventions.
Requisitos
Knowledge and experience:
- Bachelor’s degree in Logistics, Administration, Management, Engineering, or related fields.
- 5 to 6 years of experience in similar positions within international NGOs or humanitarian agencies, with a strong focus on logistics, procurement, and security management.
- Solid knowledge of donor rules and regulations (ECHO, EU, WFP, IOM, USAID).
- Demonstrated experience in implementing compliance systems and risk management frameworks.
- Proven track record in leading multicultural teams in complex and high-risk contexts.
- Strong competencies in strategic planning, crisis management, and field operations in insecure environments.
Languages:
Essential:
- English: (C1 Advanced, C2 Professional/Native)
- Portugese: (C1 avançado, C2 profissional/nativo)
Highly Valued:
- Spanish: (B1 intermediate, B2 Upper intermediate, C1 Advanced, C2 Professional/Native)
Geographical Mobility:
- Yes, national: Availability to travel across the national territory, particularly within Cabo Delgado province. Travel allowances will be provided according to the organization’s procedures.
Other requirements:
- Willingness to travel and work in rural areas.
- High level of computer skills: advanced Windows, MS Office, and database management.
