PRESENTATION OF THE ORGANIZATION

Solidarités International (SI) has been providing life-saving assistance in northern Mozambique since March 2019, initially responding to Cyclone Idai. As the crisis in Cabo Delgado escalated, SI began operations in Mueda in July 2021 and progressively expanded to other northern districts including Nangade, Muidumbe, Palma and, more recently, Mocímboa da Praia. By 2022, SI had established a coordination office in Pemba and operational bases in Mueda and Palma.

Following the closure of the Palma base, SI opened a new base in Mocímboa da Praia in July 2023 to support urgent returnee needs. Today, SI operates from Pemba, Mueda and Mocímboa da Praia, covering not only the northern districts (Mueda, Mocímboa da Praia, Nangade, Muidumbe and Palma) but also additional districts further south, such as Metuge, Chiúre, Mecúfi and Ancuabe.

In 2024–2025, SI Mozambique has prioritized integrated, multisectoral programming focused on the Rapid Response Mechanism (RRM), WASH, Food Security and Livelihoods (FSL), and Shelter/NFI. At the beginning of 2025, however, major BHA funding cuts forced a significant restructuring, reducing the mission from approximately 140 to around 50 staff and prompting a reorganization of operations to maintain essential activities.

This restructuring coincided with a deterioration of the security situation in Cabo Delgado, with renewed attacks, increased displacement, and unpredictable access since mid-2024, requiring continuous adaptation of SI’s strategies.

In 2026, despite these challenges, SI continues to deliver principled, needs-based assistance across Cabo Delgado with the support of key donors such as ECHO, SDC, CDCS, OCHA, IFSAN and UNICEF while exploring emergency and nexus funding opportunities with other donors such as DG INTPA, adapting its WASH strategy and stenghtening its FSL expertise.

DESCRIÇÃO DO CARGO

The main role of the Reporting and Communication Officer (RCO) is to plan, coordinate and consolidate reports, and where necessary submit them, and to contribute to the preparation of project proposals or other documents for external use by donors or implementing partners.

They also coordinate the production of communication materials in accordance with the country office strategy (with the country director) and donor requirements. To accomplish these tasks, the RCO works closely with the head of the grant’s unit, as well as with the programme and support teams.

The RCO also assists the Head of the Grants and Partnerships Department and their staff by ensuring compliance with donor regulations and improving accountability to donors.

 

LIST OF MAIN TASKS:

REPORT

  • Responsible for initiating the drafting phase of interim and final reports by sending a scoping email and a reverse schedule.
  • Coordinates the report writing process to ensure adherence to the reverse schedule and assists team members as needed.
  • Works with programme teams and other team members to improve the national team\’s reporting capacity.
  • Ensures the compilation and consolidation of interim and final narrative reports, including corresponding annexes.
  • Ensures that interim and final reports (including annexes) are complete and submitted to the head office for review and validation (if required by the process).
  • Submit interim and final reports to donors in the field (especially if submission is via a platform).
  • Develops and provides training to programme teams, particularly on reporting aspects, to improve practices, knowledge and the quality of deliverables.
  • Monitors contractual reporting obligations in accordance with the contractual commitments made by SI.

PROJECT PROPOSAL

  • Develops and coordinates the retroplanning for concept notes/proposal drafting (including requests for amendments).
  • Supports the head of the Grants and Partnerships Department in monitoring key deadlines and communicating information to the field, coordination and desk teams.
  • Works with Programme Head of departments and Assistants, as well as other team members, to improve the national team\’s capacity to develop proposals.
  • Ensures the compilation and consolidation of certain concept notes or proposals.
  • Submit concept notes/proposals/requests for modification (especially if submission is via the platform).

COMMUNICATION

  • Monitors contractual obligations in terms of communication and visibility, in accordance with commitments made to donors (success stories, social media posts, photos, etc.).
  • Coordinates with the field and coordination teams to collect the information needed to develop internal and external communication materials (photos, videos, interviews with beneficiaries and the SI team, testimonials, successes, etc.).
  • Coordinates the development of a regular external newsletter on the activities implemented and the country office\’s strategy, as well as its distribution to key stakeholders (donors, partners, etc.).
  • Liaise with the headquarters communications department to produce content for external communications, optimising the use of budget lines dedicated to visibility.
  • Supports the organisation and supervision of external visits, particularly by photographers, journalists or staff from the headquarters\’ development and communications department.
  • Develops and provides training for programme teams, particularly on communication aspects, to improve practices, knowledge and the quality of deliverables.

INTERNAL AND EXTERNAL COORDINATION

  • Participates in internal coordination meetings and external meetings when relevant or requested by management.
  • Responsible for updating the internal grant and reporting tool and sending it to the country office and Desk team, specifying the main updates in the accompanying email.

INTERNAL CONTROL

  • Is responsible for the compliance of the documents they produce.

FILING AND ARCHIVING

  • Is responsible for filing and archiving documents produced in accordance with internal procedures.
  • Ensure archiving of submitted reporting & proposal package documents (all versions) as well as any other relevant document (including donors and partners communication) on APF and the Country Office sharepoint

PARTNERSHIPS

  • May contribute, in line with their role and responsibilities, to the verification of IS implementation partners
  • May contribute to the implementation of a plan to support and strengthen IS partners
  • May participate in monitoring the actions of partners in relation to their role and responsibilities.

FIGHT AGAINST ABUSE

  • Implements measures to mitigate the risk of abuse
  • Creates and actively collaborates in the establishment of a working environment that prevents inappropriate behaviour.
  • Participates in communicating the existence of SI\’s ethical framework.
  • Respects at all times the protection of information exchanged in the context of reporting and its processing.

REQUIRED QUALIFICATIONS

Education: Bachelor diploma in relevant fields.

Experiences:      Minimum 2–4 years of experience.

  • Experience in reporting, grants management, programme support, communications, preferably within an NGO, humanitarian, or development organisation.
  • Proven experience preparing and coordinating donor reports, proposals, concept notes, amendments, and submissions.
  • Experience with donor compliance, contractual obligations, reporting deadlines, and communication/visibility requirements.
  • Experience coordinating inputs from programme and support teams and consolidating information into high-quality reports.
  • Experience developing communication and visibility materials, including newsletters, success stories, social media, photography, video, interviews, and testimonials.
  • Experience providing training or coaching on reporting, proposal development, or communications.
  • Experience engaging with donors, partners, headquarters, media, and other external stakeholders.
  • Experience with document management, filing, archiving, and reporting systems such as SharePoint.
  • Experience in humanitarian/development programmes and multicultural environments is highly desirable.
  • Experience in partner monitoring, verification, or capacity strengthening is an advantage.

Technical Skills

  • Excellent report writing, editing, analysis, and information-management skills.
  • Strong knowledge of donor reporting requirements, compliance standards, and contractual obligations.
  • Ability to manage reporting calendars, deadlines, and retroplanning.
  • Strong proposal and concept note development skills.
  • Strong communication and visibility skills, including production of professional written and multimedia content.
  • Proficiency in Microsoft Office, particularly Word, Excel, and PowerPoint.
  • Good knowledge of SharePoint or similar document-management platforms and online donor reporting systems.
  • Strong document filing, version control, and archiving skills.
  • Ability to coordinate meetings, external visits, interviews, and communication activities.
  • Ability to develop and deliver training and capacity-building sessions.
  • Strong understanding of confidentiality, data protection, safeguarding, and ethical standards.
