Key Responsibilities

1. Safety Leadership & Culture

•      Acts as a field-based safety coach and mentor to execution and construction team

•      Represents The client’s safety onsite, promoting a proactive and positive safety culture.

•      Encourage reporting of all incidents, near misses, and unsafe conditions

•      Lead by example in enforcing safety standards and behaviors.

2. HSE Oversight & Compliance

•      Monitor and ensure compliance with all applicable health, safety, and environmental regulations.

•      Ensure contractor adherence to project-specific HSE plans, policies, and procedures.

•      Review and approve contractor safety plans, method statements, and risk assessments.

•      Ensure compliance with local regulations and international safety standards where applicable.

3. Site Engagements & Audits

•      Participate in daily site engagements with contractor and The client construction teams

•      Identify unsafe practices, hazardous conditions, and non-compliance issues.

•      Issue safety observations, notices, and non-conformance reports (NCRs).

•      Follow up to ensure timely corrective and preventive actions are implemented.

4. Risk Management & Hazard Control

•      Identify potential risks associated with construction activities, focused on high-risk work (e.g., lifting operations, working at heights, electrical works, confined spaces).

•      Ensure appropriate control measures are implemented and maintained.

•      Review Job Safety Analyses (JSAs) and task risk assessments.

•      Support planning and safe execution of complex or specialized activities (e.g., workshop installations, equipment setup)

5. Incident Management & Reporting

•      Lead or participate in incidents, accidents, and near miss investigations.

•      Ensure root cause analysis is conducted and corrective actions are implemented.

•      Maintain accurate records of incidents and safety performance metrics.

•      Report incidents to The client leadership with clear recommendations for prevention.

6. Safety Monitoring & Performance Tracking

•      Support contractor in tracking safety KPIs, including incident rates, near misses, and audit findings.

•      Monitor contractor safety performance and intervene where necessary.

•      Provide regular safety reports highlighting trends, risks, and improvement actions.

7. Training & Awareness

•      Deliver The client’s Personnel Safety Management System training and field coaching to contractor and The client personnel.

•      Ensure all personnel onsite receive appropriate safety inductions and training.

•      Support and monitor daily toolbox talks and safety briefings.

•      Collaborate with contractor to promote continuous safety awareness initiatives across the campus.

•      Ensure workers are trained for specialized activities and equipment use.

8. Coordination & Communication

•      Coordinate with The client Site Leadership, contractors, and consultants on safety matters.

•      Participate in project meetings to address safety challenges and updates.

•      Communicate safety expectations clearly across multilingual and multi-contractor environments.

•      Serve as the field point of contact for all safety, health, and emergency preparedness and response related issues.

9. Emergency Preparedness

•      Ensure emergency response plans are in place and effectively communicated.

•      Participate in emergency response drills for fire, medical emergencies, evacuation scenarios, etc..

•      Verify availability and readiness of emergency equipment and resources.

10. Documentation & Compliance Control

•      Maintain accurate and organized safety documentation, training records, including inspections, permits, incident reports,

•      Review contractor safety documentation for accuracy and compliance.

•      Ensure proper permitting systems are in place (e.g., hot work, confined space entry, lifting permits).

Qualifications & Experience

•      Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.

•      Minimum 7–12 years of construction safety experience, preferably on large scale construction projects

•      Professional certifications such as NEBOSH, IOSH, OSHA, or equivalent are highly desirable.

•      Experience working as a client/owner representative is an advantage.

Skills & Competencies

•      Comfortable delivering training to workers, supervisors and site leadership

•      Strong knowledge of construction safety practices and regulations.

•      Excellent risk assessment and hazard identification skills.

•      Strong leadership and influence capabilities to drive safety culture.

•      Effective communication and reporting skills.

•      Ability to work collaboratively in a dynamic, multi-stakeholder environment.

•      High attention to detail and proactive problem-solving approach.
