GIZ Grant Agency for the Global Partnership for Education (GPE) in Mozambique, is recruiting one School Management Expert (m/f) based in Maputo.

A. General Introduction:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialized development areas, including education, health, governance, public finance management, agriculture, social development, gender equality and related fields.
In February 2024, GIZ has successfully undergone the accreditation process for the role as Grant Agent for Global Partnership for Education (GPE) funding and has been selected as GPE Grant Agent in Mozambique.
The GPE is a major international fund that provides financial support to education systems in developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems, and promoting equity in education.
In its role as GPE Grant Agent, GIZ is now requested to assist the Mozambican government, more specifically the Ministry of Education and Culture (MEC), in the implementation of the System Capacity Grant (SCG) (3,3M USD), the System Transformation Grant (STG) (107M USD) and the Girls’ Education Accelerator (GEA) (10M USD). The majority of the funds will be channeled through the education sector basket fund FASE (Fundo de Apoio ao Sector da Educação). To support a more efficient implementation of the FASE funding GIZ will furthermore provide technical assistance and capacity development to MEC at both central and decentralized levels.
B. Description of tasks:
The School Management Expert will be a key member of the team for the GPE grants managed by GIZ. He/she will be part of the sub-team for Capacity Development and will be responsible for overseeing the overall technical assistance with regards to school management for MEC, the Provincial Directorates, District Services and at the School level.
Working closely with the Head of Unit for Institutional Development and Capacity Development, the other members of the Capacity Development Team, and the Grant Supervision Team, the School Management Expert will be responsible for the implementation of various components of the programme, specifically regarding the support of district supervision processes and protocols, as well as diagnoses of and reform proposals in school management. He/she will work closely with the Capacity Building Team on a comprehensive approach to all needs assessment activities, technical assistance, support and provision of technical and institutional capacity development to MEC and education partners.
This includes, among other tasks:
- Support the development and implementation of supervision protocols to regularly monitor and support schools, promoting more transparent and data-oriented management.
- Lead and support detailed diagnostics in schools to identify weaknesses and opportunities for improvement in management, proposing evidence-based reforms to strengthen school management skills, district supervisors’ management skills and ZIP coordinators management skills.
- Develop and coordinate practical training focused on the effective management of school resources, including pedagogical leadership, financial and operational management, to ensure the strengthening of education managers´ skills at all levels stated on the previous point.
- Support the creation and strengthening of schools´, ZIP and district technical capabilities to collect, analyze and use data on school performance, attendance and student and teacher retention, ensuring evidence-based decisions.
- Monitor and ensure efficiency in the process of acquiring, distributing and delivering textbooks and other teaching materials, preventing delays and deviations, and ensuring that schools receive the necessary resources in a timely manner.
- Support the review of current legal, pedagogical and management mechanisms that provide a good school environment and propose new instruments that allow greater and better participation of the school board, guardians, girls and teachers, in school life.
- Support regular coordination meetings with local and district authorities to ensure alignment in the implementation of reforms and joint resolution of challenges identified during the implementation of GPE funded programs.
- Assist the design and establishment of a robust monitoring and evaluation framework that will produce periodic progress reports to MEC, GPE, FASE partners and BMZ, with critical analyses, highlighting successes and challenges in the implementation of activities, and suggesting corrective measures to ensure the achievement of the project´s goals.
- Facilitate continuous follow-up and technical support to all relevant directorates from MEC, including the “Áreas de Ensino”, quality assurance, DIPLEC and General Inspection, to strengthen gender sensitive management.
- Preparation, management and accompanying of missions/ consultancies to support school management reforms, in close collaboration with MEC and the Capacity Development team, including the drafting of Terms of Reference, managing a tendering process and guiding of consultants.
- Participation in and contribution to relevant sector working groups with MEC and cooperation partner representatives.
- Contribution to reporting formats towards MEC, GPE, FASE partners and BMZ.
Requirements
Qualifications and Skills
- Master’s degree or equivalent in School Management, Education Studies, Pedagogy, Public Administration, or a related field, with relevant experience in education management.
- Fluency in Portuguese; strong proficiency in spoken and written English.
- Proven ability to work effectively in an international, multicultural and multidisciplinary team, with strong teamwork and partnership building skills.
- Excellent communication and facilitation skills.
- Solid and firm command of digital tools and working methods, including MS Office, data management software, collaboration platforms (e.g. MS Teams), with the ability to adapt to new technologies and ensure data security and confidentiality.
- Knowledge of Mozambique´s legal and institutional context related to education management, supervision and governance is desirable.
General Professional Experience
- Minimum requirement of 10 years of proven experience supporting education management, with emphasis on supervision and leadership training.
- Demonstrated experience working directly with or providing technical assistance to government ministries, particularly MEC or provincial level similar entities, preferably within Mozambique.
- Demonstrated experience working within Mozambique´s education sector, respecting the national legal and operational frameworks, and understanding local gender and social inclusion considerations.
- Proven track record in school supervision, education management, training and leadership design.
- Experience with donor coordination mechanisms and frameworks, and/ or multi-stakeholder platforms.
- Experience with high level political coordination & engagement.
Specific Professional Experience
- Minimum 8 years of experience providing technical support in educational management, school supervision and leadership training. Additional experience in similar roles will be considered and asset.
- At least 5 years of experience in capacity development and training for government staff and stakeholders related to school management and evidence-based decision making.
- Demonstrated experience applying human-rights based approaches to education sector reforms, educational management, and system strengthening.
- Experience with the implementation and monitoring of GPE-funded programmes would be an asset.
Other Knowledge, Additional Skills
- Prior experience/knowledge of GIZ procedures will be treated as an advantage.
- Willingness to improve qualifications as required by the tasks to be performed.
- Sensitivity in the treatment and elimination of documents may be important.
- Predisposed to work in an international team.
