MOZQUARRIES is recruiting one (1) Security Coordinator Officer for Nanlia, Cabo Delgado.

Primary responsibility:

The Security Coordinator is responsible for planning, implementing, and overseeing security operations at Mozquarries’ site in Nanlia, ensuring the protection of personnel, contractors, assets, and information. The role requires close coordination with TotalEnergies, CCSJV, Specialized Trucking, Pemba Bulk Terminal, and the Mozambican Police. Strict adherence to industry best practice, Voluntary Principles on Security and Human Rights (VPSHR), and national law is expected.

Duties and responsibilities:

Security Management & Planning

  • Develop, implement, and maintain the Site Security Plan in line with CCSJV and TotalEnergies Annex C requirements.
  • Conduct regular Security Risk Assessments (SRA) and update mitigation measures as threat levels evolve.
  • Maintain a layered defense posture: Deter, Detect, Delay/Deny, Defend.
  • Ensure all physical security measures (fencing, lighting, safe haven, access control systems, CCTV, alarm systems) are operational and maintained.
  • Manage the Security Control Room, ensuring 24/7 monitoring and communication capability.

Guard Force Supervision

  • Directly oversee the contracted armed security service provider, including shift schedules, guard post orders, patrols, and incident response.
  • Approve and update Post Orders for all security positions and patrol routes.
  • Ensure guards are trained, briefed, and compliant with VPSHR, use-of-force policies, and site protocols.
  • Ensure all guards on-site have been trained in the maintenance and control of firearms, and that those certificates are updated.
  • Conduct performance checks, drills, and inspections of guard posts, patrols, and security equipment.

Access Control & Asset Protection

  • Authorize personnel and vehicle entry to site; oversee registration, badging, and key control systems.
  • Ensure searches of persons, vehicles, and materials are conducted lawfully and consistently.
  • Implement asset protection measures including equipment declaration, inventory control, and theft/fraud prevention programs.

Incident & Emergency Response

  • Act as On-Site Security Lead during incidents, coordinating with MOB Protection Force, Police, CCSJV, and TotalEnergies Security.
  • Ensure compliance with incident reporting procedures (preliminary reports within 20 min; final reports within 48 hrs).
  • Maintain readiness of Safe Haven facilities and alarm/notification systems.
  • Lead the security component of drills and exercises, including lockdown, evacuation, and strike/civil unrest scenarios.

Evacuation & Journey Management

  • Implement and update the Evacuation Plan (gradual down-manning or sudden evacuation) with clear phases, routes, muster points, and transport arrangements.
  • Assist in maintaining active POB (Personnel on Board) tracking.
  • Assist with the oversight of the Journey Management Permits (JMPs) for personnel and logistics, ensuring IVMS monitoring, convoy procedures, and road movement clearance.

Communication & Liaison

  • Ensure reliable 24/7 communication via VHF radio, mobile, and satellite systems between quarry, MOB, CCSJV, and PBT.
  • Cascade security updates and evacuation orders through structured communication channels (Signal groups, radios, muster briefings).
  • Assist the Community Liaison Officer with communications to community leaders and local authorities to reduce tensions and manage community-related risks.

Training & Awareness

  • Conduct security induction for all site personnel and subcontractors.
  • Deliver refresher training on access control, incident response, VPSHR, and evacuation drills.
  • Promote a culture of shared responsibility for security across the workforce.

  • Ethical decision-making and cultural sensitivity.
  • Ability to coordinate across multiple stakeholders (corporate, government, contractors).

Education & experience:

  • Minimum 5 years’ experience in industrial or extractive site security management, preferably in high-risk or remote environments.
  • Prior military, police, or international private security background strongly preferred.
  • Knowledge of international oil & gas security standards (e.g., VPSHR, ICoC).
  • Strong incident management and crisis coordination skills.
  • Fluent in Portuguese and English (written and spoken).
  • Familiarity with Cabo Delgado security environment is an advantage.
