Background
In Mozambique, Acted has played an active role in responding to the multiple crises affecting the country, including forced displacement, food insecurity, natural disasters, and the growing impact of climate change. Acted’s integrated approach combines emergency assistance with resilience and development programming, working in close collaboration with local communities, government authorities, and humanitarian partners.
- Within this context, Acted is seeking to recruit a Security Officer to support its operations.
Job Purpose
Under the supervision of the Country Director (CD), the Security Officer (SO) is responsible for overseeing daily security management of all Acted and IMPACT staff, premises, and project sites, and performing ongoing monitoring and assessments of the security situation in country. The SO will review and implement the organization’s security management guidelines and protocols and ensure overall compliance. In addition, the SO will be responsible for providing context analyses as needed, validating and closely monitoring movements, checking risky routes before and during movements, and negotiating access. He/She will represent Acted in humanitarian security coordination forums and working groups, advise the CD on all issues of safety and security, and provide staff with appropriate security training and mentoring.
Type and Duration of Contract
- Fixed-term – 3 months, with the possibility of extension.
Duty Station
- The Security Officer’s duty station is Pemba, Cabo Delgado, with frequent mission to Macomia and other possible project locations. Location of duty station is subject to change.
Objectives
Supporting the security department in ensuring the safety, security, and integrity of Acted/IMPACT staff, assets, premises, and programmes in the country:
- Analysing Security Context
- Ensuring the security standards of Acted mission and staff are high
- Ensuring high level security of all Acted staff, assets, property and resources within Acted sphere of influence and context of operations by Auditing Minimum Operation Security Standards (MOSS)
- Implementing, revising, designing, and enforcing context-specific risk mitigation rules and procedures
- Validate and monitor team movements and ensure compliance with road safety rules
To be able to negotiate access on the ground so that teams can travel to new areas or to our areas in complete safety.
- Auditing and ensuring compliance with Acted’s Minimum Operating Security Standard (MOSS)
- Being accountable for ensuring compliance of Acted security and Safety guidlines
Duties and Responsibilities
- Context analysis and risk assessment
1.1. Provide regular contextual security report by drafting of the SEC-02B Monthly Security report and share with CD and HQ Safety and Security Department
1.2. Draft a weekly security report
1.3. Follow-up on major country events and developments
1.4. Fill in every month the Incident Database of the SEC-28 Risk Analysis Matrix
1.5. Regularly Update the Area Analysis tab of the SEC-28 Risk Analysis Matrix
1.6. Analyse, locate, and maintain a network of key contacts and stakeholders
1.7. Ensure internal incident tracking system is utilized properly: maintain a security incident database and perform incident mapping and analysis
- Security assessments, auditing, and operational support
2.1. Carry out security assessments and evaluations in all Acted/IMPACT areas of operations and update MOSS self-assessment forms in the SEC-28 Risk Analysis Matrix
2.2. Update security risks assessments, SOPs and other security documents as appropriate and share with Country Security Manager and all local staff and ensure the security notice rules are applied
2.3. Offer appropriate security recommendations
2.4. Ensure that each area has a proper communication procedure and conduct regular tests
2.5. Carry out security assessments of new Acted areas of intervention.
2.6. Carry out regular checks on hibernation kits and order replacement stock through the logistics department
2.7. Support the Country Security Officer/CD to prepare and update Contingency, Hibernation, Relocation, Evacuation plans for all Acted/IMPACT bases
2.8. Support the CD to prepare and update security notices, ensure they are up to date for each Acted/IMPACT area of intervention and make sure all Acted/IMPACT staff are fully aware and prepared.
- Daily Security Management *
3.1. Coordinate and monitor security activities to ensure that safety and security policies and procedures are observed
3.2. Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce their vulnerability to those threats
3.3. Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood
3.4. Set up and control the implementation of mitigation measures and security rules according to the local context
3.5. Ensure compliance with Minimum Operating Security Standards (MOSS) and develop action plans for security upgrade
3.6. Carry out security assessments of new Acted facilities, ensure a standard level of facilities protection, and supervise guards
3.7. Ensure missions have adapted communication means and ensure maintenance to support the Logistic team in Country.
3.8. Ensure constant update of the emergency contact list and timely issuance of ID cards
3.9. Ensure a proper level of preparation before movement on the field, ensure transportation means are adapted, ensure a good fleet maintenance, and set movement rules which are adapted to the local context to support the Logistic team in Country
3.10. Ensure operational follow-up of movements
- Crisis Management
4.1. As a member of the country Crisis Management Team, ensure that safety policies and procedures are fully implemented and observed.
4.2. Oversee pre-preparedness crisis management (e.g., staff emergency bags, first aid kits, communication tree checks and revisions, etc.)
4.3. Lead crisis management response to events (e.g., hibernation, relocation, extraction procedures), in coordination with CD and HQ.
- Reporting
5.1. Ensure weekly and monthly security reports are completed and sent to the CD and HQ, providing timely updates of all situational and security developments including investigation of security incidents
5.2. Produce real-time incidents reports
5.3. Send updated TITANIC on a monthly basis to the CD and HQ Security Department
- Training and briefing
6.1. Conduct security briefing for each new staff
6.2. Regularly train staff to increase their awareness and sense of responsibilities
6.3. Conduct or organize any staff security training that is warranted (HEAT, training to drivers and guards, evacuation drills, fire safety etc.)
- Develop and maintain a security network *
7.1. Actively participate in Weekly and Monthly Coordination Meetings
7.2. Create an information network in the country, identifying key informants
7.3. Build strong professional relationships with UN agencies, local authorities, other NGOs (local and international), and all relevant stakeholders
- Ensure external representation *
8.1. Attend security coordination meetings and update Country Director and HQ on current security issues
8.2. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Acted Code of Conduct, values, and policies with regard to internal and external stakeholders

Skills and Qualifications
- At least two years’ experience in a similar role
- Relevant degree or qualifications are considered an asset
- Experience in security management and procedures
- Strong communication and organisational skills
- Demonstrated critical thinking and analytical skills
- Ability to train, mobilise, and manage staff
- Flexibility and ability to multi-task under pressure
- Mandatory advanced Portuguese and English (reading, writing, speaking, and listening)
- Preferred working knowledge of local languages (e.g. Macua, Makonde, Kimwani, etc.)
- Technically proficient with Microsoft Office programmes (e.g. Word, Excel, PowerPoint)
- Technically proficient with shared workspaces (e.g. Teams, SharePoint, etc.)
