Duties
- Government, Regulatory & SOE Navigation:
- Map and maintain key institutional relationships across relevant government ministries, energy and transport regulators, state-owned energy and hydrocarbon enterprises, and national investment promotion agencies
- Guide executive leadership on institutional decision pathways, regulatory steps, and realistic project timelines in Mozambique
- Facilitate structured, transparent engagements with senior officials, ensuring clear outcomes and follow-through
- Proactively track government commitments, resolve bottlenecks, and escalate critical issues with practical solutions
- Identify emerging political and regulatory risks early to develop effective mitigation strategies
Strategic Project Follow-Through
- Drive institutional follow-through for the Nacala 250MW Gas-to-Power Project (gas supply, PPAs, transmission, concession amendments, and licensing)
- Support government and cross-border alignment for power trading approvals and wheeling agreements
- Coordinate public sector alignment for complementary petroleum and power infrastructure workstreams
- Monitor policy and regulatory changes to identify risks and opportunities for the Group’s portfolio
Operational Discipline, Reporting & Governance
- Deliver concise executive briefings, weekly progress updates, and maintain a live commitments tracker
- Ensure full compliance with international governance standards, local laws, and ethics guidelines
Requisites
- Mozambican national preferred, resident in Maputo with extensive knowledge of central government and local public institutions
- Minimum of 15 years of senior experience across government relations, SOEs, energy, infrastructure, transport, investment promotion, or regulated sectors
- High-level, reputation-based professional network across relevant ministries, regulators, and SOEs, built strictly on integrity and professional standing
- Deep expertise in energy/infrastructure development, public sector approvals, concessions, PPAs, gas supply chains, transmission, and project economics
- Proven track record of navigating complex institutional processes and driving formal engagements to successful completion
- Fluency in English and Portuguese (spoken and written), with strong executive communication and reporting skills
- High integrity, commercially minded, politically aware yet non-partisan, and comfortable working autonomously
