GIZ is recruiting for the Global Refugee Inclusion Accelerator (RISE) in collaboration with Nexus Norte II a Senior Humanitarian Development Peace Advisor (m/f) based in Pemba, Cabo Delegado.

Context

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the project “Refugee Inclusion Accelerator” (RISE) at a global level. RISE aims to identify and share innovative solutions to support the inclusion of refugees into national systems enabling their social and economic participation. The project does so by empowering relevant partner structures in host countries to develop innovative approaches and feed successful solutions into global agenda setting process and discourse on the Humanitarian Development Peace (HDP)-Nexus, also to leverage additional funds for their realization. In the specific context of Mozambique, the focus of BMZ’s support in the area of forced displacement is not only on refugees, but particularly on internally displaced persons given the number of people affected: While Mozambique hosts around 25.000 refugees, more than 1 Mio. persons were displaced since late 2017 due to the violent conflict that is still ongoing in the Northern province of Cabo Delgado. In addition, around 180.000 remain displaced in the country due to extreme weather events. While the situation of IDPs differs from that of refugees given that they possess the nationality of their host country, they still face challenges  in terms of access to services and specific vulnerability due to displacement. It is against this background that UNHCR and GIZ have been implementing the project “Support to forcibly displaced persons and host communities in Northern Mozambique – Nexus Norte” since July 2022, working to enhance the inclusion of refugees, asylum seekers and IDPs into national systems and an overall improvement of their living conditions. The project works closely with the Northern Integrated Development Agency (ADIN), which has the mandate to promote the socio-economic development of the North. Through UNHCR, the project also collaborates with National Institute for Disaster Risk Management (INGD), the lead agency in the response to forced displacement throughout the entire country.

 

Striving to improve the living conditions of forcibly displaced persons in Northern Mozambique, particularly women and youths, the project works across three mutually reinforcing outputs: (1) strengthen capacities for coordination across the Humanitarian-Development-Peace (HDP)-Nexus, (2) providing opportunities for technical and vocational education and training (TVET) and income-generating activities and (3) strengthening the preconditions for a peaceful coexistence between different groups. Through the joint implementation of GIZ and UNHCR together with its government partners, the project supports the transition from humanitarian aid towards development-oriented approaches in order to realise sustainable and community-driven solutions for those affected by forced displacement.

 

In order to support both the objective of RISE as well as Nexus Norte II, GIZ is recruiting a Senior Advisor on the HDP-Nexus, who will be working closely with the project’s key implementing partner, the Northern Integrated Development Agency (ADIN) in strengthening government-led coordination for development of Northern Mozambique, considering forced displacement of people as well as supporting solutions to forced displacement. More specifically, the position will support ADIN in the implementation of an HDP-Nexus approach across the forced displacement setting in northern Mozambique and support the collaboration with various actors to that effect, including relevant government actors, development partners (international financial institutions, bilateral development actors, and UN development agencies – and development coordination mechanisms including the Development Coordination Platform (and its subgroup DCP-Norte) and the Solutions Working Groups at Maputo and Pemba levels), humanitarian actors and coordination mechanisms including the humanitarian cluster system, peace actors, civil society, and forcibly displaced and host communities. The Advisor will also contribute experiences and learnings on the HDP-Nexus and its implementation in Mozambique to the global level via the RISE GCR Advisors Network. The position is based in Pemba, Cabo Delgado, working from the ADIN Office in Pemba as well as from the joint office space of GIZ and UNHCR in Pemba.

Requirements

  • You facilitate the development of innovative approaches to support the inclusion of forcibly displaced persons in development strategies, plans and programmes, advancing the transition from parallel systems of assistance to government inclusion, also drawing from the experiences of GIZ and UNHCR in the joint implementation of the project.
  • You advise key project partners to forge agreement on relevant actions to strengthen the coordination across the HDP Nexus, especially with ADIN as oversight entity responsible for the PREDIN, as well as other relevant policies, frameworks and strategies for Northern Mozambique, with relevant governmental entities, bilateral donors, multilateral institutions, NGOs, etc.
  • You advise ADIN and the Chairman of ADIN on how coordination and planning processes can be implemented in an inclusive way, ensuring the representation of those affected and their representatives, with a particular emphasis on the inclusion of forcibly displaced youths and women and youths- and women-led organisations.
  • You support ADIN, both at the level of the Chairman as well as technical staff, in implementing the actions that were identified, in consultation with GIZ and UNHCR. This may include identifying relevant topics and formats, participants, preparing content of conferences, meetings and events and organising follow-up actions.
  • You advise ADIN, GIZ and UNHCR management on the effective engagement of humanitarian, development and peace actors as well as relevant governmental and non-governmental organisations in Northern Mozambique with relevant stakeholders and mechanisms.
  • You monitor and analyse challenges and opportunities to the inclusion of forcibly displaced populations and take up of protection and solutions considerations in Mozambique’s development plans and action and identify effective ways to counter challenges and leverage opportunities in partnership with other organisations.
  • Together with ADIN and other relevant project partners, you develop policy recommendations in a participatory way that contribute to more efficiency, better impact and increased sustainability of humanitarian, stabilization, peacebuilding and development interventions. In doing so, you support close interlinkages to ensure sustainable approaches from the onset of emergencies, while meeting live-saving needs, and ensure that policies and responses consider relevant protection and solutions needs of forced displaced populations.
  • You ensure that the development response is informed by issues around forced displacement, including protection and solutions, in coordination and alignment between different national institutions, including INGD, and at provincial/ regional level, fostering a link between the response to forced displacement and development efforts across the region.
  • You distil best practices and experiences gained throughout the project implementation and draft, disseminate and revise background documents, analyses, and presentations on project-related topics, highlighting good practices and lessons learnt from the context of Mozambique to be fed into the global discourse on sustainable solutions and the implementation of the HDP Nexus.
  • You identify opportunities to reach out to different stakeholders in Northern Mozambique about the relevance and application of the inclusion agenda of forced displaced considerations in development response and in doing so the application of the HDP Nexus approach and showcase the learnings from the Nexus Norte project.
  • You liaise with the GIZ Nexus Norte team and the GIZ Refugee Inclusion Accelerator Global Project through the RISE Advisor Network as well as other relevant GIZ projects.
  • You provide overall support to the implementation of the project, as required, including assistance to the organisation of project-related missions to Pemba.

 

Qualifications and skills

  • Postgraduate degree (Master’s or equivalent) in political or social sciences or another field related to the assignment.
  • In-depth knowledge of key concepts, challenges and opportunities related to the transition towards sustainable solutions and government inclusion in the context of the HDP-Nexus.
  • Proven knowledge of relevant government frameworks and their application in Mozambique, including PREDIN and PEGDI.  
  • In-depth knowledge of key concepts, challenges and opportunities related to coordination and operation within the context of the HDP-Nexus.
  • Ability to process complex data and extract and communicate comprehensible and coherent information, both for internal as well as external usage.
  • Creativity and problem-solving skills, solution-orientation also under challenging circumstances.
  • Ability to work under pressure and in accordance with tight deadlines.
  • Experience working in a multicultural team and international context.
  • Excellent interpersonal skills and ability to mobilize and engage a wide range of stakeholders.
  • Excellent command of spoken and written Portuguese and English (C1/ C2 level).

 

General professional experience:

  • At least 10 years of experience working with governmental organisations and/ or international organisations in an area related to the assignment.
  • At least 7 years of experience in an advisory role in the public sector in a field related to the assignment, including advice to senior management.
  • At least 5 years of experience in the context of fragile settings and forced displacement, working towards sustainable solutions.
  •  

Specific professional experience:

  • Theoretical and professional knowledge and practical experience in advising policy makers and implementers.
  • In-depth knowledge of humanitarian and development approaches to assist the inclusion of forcibly displaced persons and their joint implementation within the context of the HDP-Nexus.
  • Experience working with ADIN and/or line ministries, UN agencies and/ or BMZ-funded projects is considered an advantage.
