Heading is recruiting for its client, an oil and gas company, a Social and Economic Impact Monitoring and Evaluation Supervisor (M/F) to be based in Cabo Delgado

Main Responsibilities:

  • Contribute to capturing bottlenecks, improvement opportunities, and lessons learned related to the SED (Social Economic
  • Development) Strategy specifically to the (Monitoring and Evaluation) chapter.
  • Deploy the annual plan into a 52-week plan, provide training to the executors, control its implementation, report, and correct deviations. 
  • Overseeing the overall performance of the Unit and providing quality assurance to the reports.
  • Conducting an evaluation of existing frameworks within the social-economic development components to identify gaps and synergies.
  • Develop with other teams an accessible SED reporting dashboard that can be used for monitoring, evaluating, and reporting on a weekly, monthly, and annual basis with a benchmarking analysis.
  • Collaborate with the civil society/NGO platforms during the activities with the project. This includes sharing information, agreeing on plans for remedial actions (where necessary) and providing feedback on progress about remedial actions.
  • Collaborate with the private sector to enhance social performance within the extractive industry.
  • Prepare ad-hoc presentation related to the Socio-Economic Development Framework and results.
  • Collaborate with different sectors to make sure that the company works toward Sustainable Development objectives and that there is no overlap with different actors.
  • Contribute to drafting the monthly socio-political risk assessment and ensure community participation. 
  • Coordinating with the IESC (Independent Environmental and Social Consultant), with the guidance of the PRQA/QC Manager, to ensure that all recommended actions are met, and the project is in full compliance with international standards.
  • Develop scope of work for consulting, and technical services related to Monitoring and evaluation framework.  
  • Manage contracts within her/his scope of work as per the company guidelines.  
  • Review IP (Implementing Partners) reports and provide guidance to achieve the objectives established in the SOW (Scope of Work).  
  • Draft the learning report (Monthly, Quarterly, and Annual) from the Socio-Economic development initiatives/projects.
  • Keep the institutional memory stored and updated.

Accountabilities:

  • Manage the Monitoring and Evaluation Framework enhancing to deliver the social license to operate and shared value with different stakeholders.
  • Manage risk related to social and economic programs implemented.
  • Optimize the socioeconomic development strategy to make sure there are no overlaps with different actors. 

Qualifications:

  • Master’s degree in economics, Social Studies, Development, or similar areas will be preferred.
  • 10 years of relevant working experience, with a proven record of accomplishment in Project monitoring and evaluation, and reporting.
  • Experience in social performance monitoring and reporting in the extractives industry preferred.
  • Solid knowledge of IFC (International Finance Corporation) Performance Standards.
  • Knowledge of international performance standards.
  • Awareness, knowledge and understanding, and experience in a diversity of fields that together make up Social Performance including stakeholder engagement, resettlement, social investment, project-induced in-migration, community health safety and security, recovery funds.
  • Acquire basic HSE awareness by knowing the One-MAESTRO framework, the TEPMA1 HSE & biodiversity policies, and the 12 Golden.
  • Comply with mandatory HSE training (HSE Induction and the e-learnings One MAESTRO for All, Safety Culture Golden Rules)
  • Prepare and present safety moments whenever required (at the beginning of meetings)
  • Use of the Stop Card whenever required to prevent any accident or incident.
  • Carry out safety visits in the place of work.
  • Contribute Specific action during JMS Word Safety Day.
  • Propose an HSE improvement action for the entity.
  • Identify and report all anomalies in the workplace and make proposals for correction.
