WCS is recruiting a Specialist for Technical Assistance in GIS and Marine Spatial Planning, to be based in Maputo, Mozambique.

Description
  • Funded by Norwegian development aid, the Oceans for Development programme aims to promote a strengthened, sustainable and inclusive ocean economy in Mozambique. The programme will help strengthen Mozambique’s governance framework for the sea, particularly the capacity to respond to the various challenges posed by the increasing use of the sea by different actors
  • The Program will focus its efforts on four different components: 1) integrated ocean management; 2) marine and coastal environment (including emergency response and acute pollution); (3) research and development in the field of fisheries; and 4) fisheries statistics
  • The National Institute of the Sea – INAMAR, is one of the institutions involved in the implementation of the Oceans for Development Program. The Norwegian Environment Agency (NEA) will provide technical assistance to MIMAIP and INAMAR in the implementation of the programme
  • NEA has been active in Mozambique since 2018, and in collaboration with UNEP-WCMC, NEA has been responsible for implementing capacity-sharing and peer-to-peer learning activities with Mozambican partners, in areas such as environmental data management and GIS
  • WCS and the Ministry of Sea, Inland Waters, and Fisheries (MIMAIP) have a Memorandum of Understanding in place for marine biodiversity conservation. This includes support for: a) reconciling development with marine and coastal biodiversity conservation, including ecosystem services, by i) providing tailored guidance on the effective application of the mitigation hierarchy (avoid, minimize, restore, offset) in development plans, strategies, and projects, and ii) aligning the offset mechanism with national biodiversity targets and supporting their achievement; and b) implementing activities to meet national targets and international commitments, integrating Marine Ecosystems into the National Network of Protected Areas by 2025 and improving the management effectiveness of Marine Protected Areas, particularly in areas containing priority biodiversity
  • As a result, INAMAR, WCS Mozambique and NEA have agreed to allocate a specialist to provide technical assistance to INAMAR in the implementation of the actions of the Oceans for Development program
  • The purpose of this TOR is to hire a full-time GIS and data management specialist (resident in Maputo) to provide technical assistance in the work leading to the implementation of activities of the Maritime Spatial Plan (POEM), to ensure the necessary quality in the implementation of the POEM
  • Reports to: WCS Marine Program Director
  • Location: Based in Maputo, at INAMAR – MAPUTO, MOZAMBIQUE
  • Position Type: Full time
  • Contract Duration: 12 Months with possibility of extension and may not exceed the duration of the Oceans for Development Programme
  • Country Program/Sector: Marine – Mozambique Program
  • Workstation: This position is based in Maputo (Mozambique) and the candidate will be working from the INAMAR office. During the first month, initial training will be held at the WCS office
  • Internal liaison: Grants Manager, Procurement and Logistics team, Accounting and finance team, Human  Resources team, Communications team, Administrative team
  • Coordinator: National Institute of Sea
  • Communication and Information: The technical assistant will report to a Steering committee constituted of INAMAR Board of Directors (to be defined by INAMAR), WCS, NEA and WCMC. The selected person will work in close coordination with the WCS and NEA, conducting monthly meetings to update on the progress of the activities carried out for the implementation of the POEM
  • The technical assistant will submit monthly progress reports informing on the progress of the activities, particularly on the integration of biodiversity data, and climate resilience measures into the POEM
  • Expected travel: When necessary
Duties
  • The Specialist shall fulfil, the tasks and responsibilities among key areas such as “Data management”, and “Capacity building”, and contribute to “Marine Spatial Management and Environmental Impact Assessment Support” as described below:
Data management
  • Supporting INAMAR in the drafting and implementation of a data management plan as part of POEM through:
  • Support the process of deciding which sources and types of data should be collected and made available in the POEM’s WebSIG database
  • Supporting in actively collect, upload and keep up to date all relevant data in the POEM’s WebSIG database collected from various sources
  • Providing technical assistance in:
  • The monitoring and evaluation of the implementation of the POEM
  • The use and management of POEM’s WebSIG database
  • Integrating marine biodiversity conservation priorities into the POEM
Capacity building
  • Design and implement capacity-building initiatives on marine spatial planning, data management and biodiversity conservation for INAMAR staff and key stakeholders:
  • Training in the use of Geographic Information Systems (GIS) tools
  • Training in spatial planning matters
  • Training on biodiversity related topics and how to integrate biodiversity data into spatial planning (e.g., MPAs, KBAs, other avoidance areas, biodiversity offset recipient sites, marine ecosystem maps, and priority ecosystems and species)
Marine Spatial Management and Environmental Impact Assessment Support
  • Support INAMAR in the process of mapping licensed areas for the use of Maritime Space with resources, coordinates, and maps provided in the act of licensing different activities in the coastal and maritime waters
  • Support INAMAR in the process of evaluating Environmental Impact Assessment Studies, referring to different
  • Projects submitted for development in the National Maritime Space
  • Provide guidance on integrating marine biodiversity conservation priorities into the POEM, particularly through the inclusion of Key Biodiversity Areas (KBAs), marine protected areas (MPAs), and important habitats such as coral reefs and seagrasses
  • Issue recommendations on projects to be developed in the national maritime space
  • Continuously and assiduously monitoring the preparation and implementation of Maritime Space Allocation Plans, having access to information on plans, programs and projects, mainly of public initiative, with an impact on the maritime area, as well as ensuring that public interests are articulated with each other and with private interests
  • The candidate will be also expected to participate in marine-related events and engage with cross-sector stakeholders to keep INAMAR informed and connected on spatial planning and biodiversity matters in maritime and related fields
Requisites
  • The successful candidate should have:
  • Master’s degree in Geographic Information Systems, Biological Sciences, Oceanography, Cartography or related areas
  • Good level of expertise and experience with GIS tools, analysis and data management
  • Good knowledge about core tools ArcGIS/QGIS and databases (e.g. PostGIS, Geopackage)
  • Experience in the design of training and capacity building plans (e.g. peer to peer training) and used to work in teams
  • Knowledge of Portuguese and English (spoken and written)
  • Desired qualifications:
  • Experience with creating and hosting WebGIS systems
  • Experience working with Maritime Spatial Planning and/or Integrated Coastal Zone Management
  • Knowledge on coastal/marine biodiversity and conservation
  • Experience in working across different sectors
  • Good communication skills
  • Experience in developing reports
  • The remuneration of the Specialist who will provide technical assistance will be borne by WCS, and the modalities of framing in INAMAR, equipment and work materials will be defined by NEA and INAMAR.
  • The candidate must possess the following required qualifications:
