Responsibilities

  • Lead the identification and prioritization of investment subprojects.
  • Oversee feasibility studies and detailed designs.
  • Provide support in acquisitions to the Implementing Agencies (GREPOC, FIPAG, AIAS).
  • Manage and coordinate the TA team in Phases I (Preparation & Design) and II (Implementation).
  • Supervise TA personnel involved in construction contract management and inspection consultancy.
  • Interact with the Contracting Authority, EU Delegations, Promoter and Enforcement Agencies.
  • Ensure timely reporting to stakeholders; monitor and evaluate the results of the project.
  • Provide strategic guidance and direction to the TA team.
  • Ensure effective collaboration with Mozambican institutions.

Requirements

  • Degree in Engineering, Project Management or related area; professional certification in project management (e.g., PMP, PRINCE2) is an advantage.
  • Minimum of 20 years of experience in preparation and implementation of infrastructure projects.
  • Proven track record in managing multidisciplinary teams; experience with international financial institutions (EIB, World Bank, EU).
  • Familiarity with Mozambican institutional and regulatory frameworks.
  • Strong leadership and coordination skills; excellent communication and stakeholder management skills, mastery of monitoring, evaluation and reporting.
  • Ability to synthesize technical, financial and legal information into actionable strategies.
  • Fluency in Portuguese and English.
