Position: WASH Officer

(Infectious Disease Outbreak Preparedness and Response Project in Nacala District, Nampula Province)

Organization Information and Objective

Peace Winds Japan (Peace Winds) is a Japanese non-governmental organization (NGO) dedicated to the support of people in distress, and threatened by conflict, poverty, or other turmoil. With its headquarters in Japan, currently Peace Winds is operational in many parts of the world.

Since 2019, Peace Winds has been working in Mozambique, providing emergency support, water supply system rehabilitation, health center rehabilitation and livelihood support.

Peace Winds is currently starting a new project. The objective of this project is to expand access to clean water, sanitation, hygiene (WASH), and health services for cholera-affected populations in Nampula Province. It focuses on infrastructure rehabilitation, hygiene kit distribution, and strengthening cholera preparedness and response systems at the community level.

Principal Responsibilities:

  • Technical Oversight: Leading the technical implementation and supervision of WASH infrastructure projects, including water point rehabilitation and latrine construction.
  • Sustainability Management: Monitoring and strengthening the performance of Water Management Committees (WMCs) to ensure long-term maintenance of facilities.
  • Quality Assurance: Ensuring that all technical works comply with national standards, inclusive design (e.g., ramps for disabilities), and project specifications.
  • Stakeholder Coordination: Coordinating with district technical authorities (SDPI) for the approval of rehabilitation plans and official handovers.

Tasks in Details:

  • Daily Field Management: Facilitating and monitoring the project on the ground on daily basis with organizing the Project Team and report to his/her supervisor.
  • Technical Assessments: Conducting detailed field assessments to identify non-functional water points and selecting vulnerable households for latrine support.
  • Supervision of Works: Providing daily on-site supervision of contractors and community labor to ensure the quality of materials and construction.
  • WMC Training: Organizing and delivering a two-day training for WMCs on roles, responsibilities, basic financial management, and technical maintenance skills.
  • Sustainability Monitoring: Conducting regular follow-up visits and interviews with WMC members to assess fee collection records and maintenance practices.
  • Evaluations: Conducting random household surveys to evaluate latrine usage, hygiene practices, and overall improvement in the hygiene environment.
  • Community Consultation: Carrying out community sessions to explain technical choices and ensure transparency and accountability.
  • Timeline & Security: Lead the Project Team to manage timelines and monitoring security and other relevant conditions of the project sites.
  • General Support: Carrying out any required tasks and support in consultation with his/her supervisor (including miscellaneous duties as they arise).

Knowledge, Experience, and Skills Required:

  • Education: Completion of Grade 12 (High School) is mandatory. Technical certificate in construction, plumbing, water engineering, or community development is a strong advantage.
  • Experience: Minimum 10 years of proven field experience in WASH-related projects (e.g., borehole rehabilitation, latrine construction). Experience in working with international NGOs or community-based organizations. Prior experience in supporting Water Management Committees (WMC) is highly desirable. Prior experience in implementing projects funded by Japanese donors (e.g., Japan Platform, Ministry of Foreign Affairs of Japan) is a strong advantage.
  • Languages: Fluent in oral and written Portuguese and English. Fluency in local languages of Nampula is an advantage
  • Technical Skills: Practical knowledge of water point maintenance and basic sanitation infrastructure. Ability to conduct community training and facilitate meetings.
  • IT Skills: Computer literate (Word, Excel, PowerPoint, E-mail)
  • Compliance: Willingness to adhere to Peace Winds Japan’s rules, including PSEA policies. Honest, patient, responsible and in good physical condition to meet the job demands
  • Communication: Excellent communication skills to work with local partners and international staff.

 

Working Hours

  • Standard working hours: according to the regulations of PWJ.
  • A reasonable degree of flexibility is expected when and where required.
