Description
- The Construction Manager serves as the client’s onsite representative for the development of a training center campus, overseeing the General Contractor’s activities to ensure the successful delivery of facilities including training buildings, classrooms, workshops, administrative areas, and supporting infrastructure
- The role is responsible for ensuring that all works are delivered in accordance with the approved design, functional requirements of a training environment, budget, and schedule
- The Construction Manager will lead coordination, enforce QA/QC standards, promote a strong safety culture, validate progress and milestones, and ensure that campus facilities are fit for purpose
- A strong background in quantity surveying is essential to support cost validation, payment certification, and commercial oversight
Duties
Project Delivery & Campus Oversight
- Act as the client’s primary onsite representative for all construction activities across the training center campus
- Oversee General Contractor performance across multiple facilities (classrooms, workshops, labs, admin buildings, utilities, external works)
- Ensure delivery aligns with approved designs, specifications, functional training requirements, and operational needs
- Coordinate sequencing of works to support integrated campus delivery
RFI Management & Design Coordination
- Review, coordinate, and respond to Requests for Information (RFIs) related to architectural, structural, MEP, and training-specific systems
- Liaise with design consultants to ensure clarity on functional spaces such as training halls, laboratories, and specialized equipment areas
- Maintain RFI logs and ensure timely resolution to avoid construction delays
Scope Development & Functional Alignment
- Support development and refinement of project scope, ensuring alignment with training center operational requirements
- Identify scope gaps, particularly in specialized areas such as workshops, IT infrastructure, and teaching facilities
- Evaluate and validate contractor variation orders and scope changes for both technical and commercial accuracy
Commercial Oversight (Quantity Surveying Focus)
- Review and validate contractor invoices and interim payment applications based on measurable progress
- Verify quantities, installed work, and milestone achievements across campus facilities
- Review and recommend approval of payment certificates
- Apply quantity surveying principles for cost control, valuation of works, and change management
Progress Monitoring & Milestone Validation
- Monitor contractor progress across all campus buildings and infrastructure
- Validate completion of key milestones, including:
- Structural completion of buildings
- MEP installation and commissioning
- Fit-out of classrooms, labs, and training areas
- External works (roads, utilities, landscaping)
- Ensure reported progress accurately reflects actual site conditions
- Identify delays and implement recovery strategies
QA/QC (Quality Assurance & Control)
- Ensure all works meet required quality standards for an educational/training environment
- Review and enforce contractor QA/QC plans and Inspection Test Plans (ITPs)
- Conduct inspections to verify proper installation of finishes, equipment, and systems
- Track and resolve non-conformance reports (NCRs), ensuring works are fit for long-term use
Health, Safety & Campus Culture
- Promote and enforce a strong safety culture across the entire campus construction site
- Ensure compliance with all health, safety, and environmental (HSE) requirements
- Monitor contractor safety practices, audits, and incident reporting
- Support implementation of safe work practices, especially in multi-building construction environments
Communication & Stakeholder Coordination
- Maintain effective communication with client stakeholders, contractors, consultants, and future facility operators
- Provide clear and structured progress reports covering schedule, cost, quality, and risks
- Facilitate coordination meetings to ensure alignment across all campus facilities
- Act as the central communication link between design, construction, and client teams
Documentation & Compliance
- Ensure proper control and management of all project documentation
- Review contractor submittals, drawings, and certifications for compliance with design and functional requirements
- Maintain accurate records of RFIs, variations, approvals, and site activities
- Support project close-out, including as-built documentation and handover readiness
Commissioning & Handover Readiness
- Oversee commissioning of MEP systems, IT infrastructure, and specialized training equipment
- Validate readiness of classrooms, labs, and support facilities for operational use
- Ensure contractor delivers all required manuals, certifications, and training for end users
- Support phased handover if required
Requisites
- Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or related field
- 7–12 years of experience in commercial or institutional construction projects
- Proven experience in managing multi-building developments such as campuses, schools, or training centers
- Strong background in Quantity Surveying (cost control, measurement, valuation, and certification)
- Experience representing the client/owner in construction projects
- Skills & Competencies:
- Strong understanding of campus-style project delivery and coordination
- Excellent commercial and cost verification capabilities
- Strong leadership and stakeholder management skills
- High attention to detail in QA/QC and invoice review
- Effective communication and reporting abilities
- Familiarity with educational or training facility requirements is an advantage
- Working Conditions:
- Full-time, site-based role overseeing a multi-facility training campus
- May require extended work hours based on project phases and milestones
- Some weekends
