About the role
GAIN is seeking to recruit a Project Officer, Cabo Delgado Food Systems Strengthening Programme (CDFSS) to support the coordination of project activities involving implementation of the assigned portfolio of Cabo Delgado Food Systems Strengthening Programme (CDFSS) activities.
This role will be offered on a permanent contract, subject to availability of funding and will be based in Pemba, Cabo Delgado. This advert closes on 2nd September 2026. Key Responsibilities include
- Ensure implementation of assigned CDFSS activities within the designated area, maintaining detailed plans aligned with work plans and results frameworks.
- Conduct regular field visits to monitor progress, verify output quality and identify implementation bottlenecks, reporting risks and solutions to the Project Manager.
- Provide technical guidance to vendors, women entrepreneurs, MSMEs and cooperative members, and facilitate trainings, market activations and community engagement events.
- Monitor the installation and operational use of cold-chain, solar, irrigation and other programme-supported equipment.
- Maintain working relationships with district and provincial Government authorities, cooperatives, vendor associations, MSMEs and community groups.
- Support the development and monitoring of grant agreements with cooperatives and MSMEs, conducting follow-up visits to verify progress and expenditure.
- Prepare technical specifications and procurement requests, verify delivered assets and maintain accurate handover and beneficiary records.
- Draft activity and field visit reports, case studies and evidence for semester, annual and donor reports, and support evaluations and learning exercises.
About you
The ideal candidate will have practical experience implementing programmes in food systems, market development, agricultural value chains, enterprise development or a related field. They will have demonstrated experience coordinating field activities, engaging beneficiaries, facilitating training and monitoring programme outputs, together with the ability to work effectively with cooperatives, MSMEs, producer organisations, government institutions, NGOs, private-sector partners and suppliers. Experience supporting donor-funded projects and working with cold-chain systems, solar equipment, grants or sub-grants would be an advantage, as would familiarity with mobile data-collection tools such as Kobo Toolbox or ODK.
The successful candidate will be a proactive and solutions-focused professional who can work independently in the field, manage competing priorities and identify practical responses to implementation challenges while maintaining attention to quality, timelines and budgets. They will possess strong interpersonal, communication and influencing skills, with the ability to build effective relationships, facilitate workshops and community engagement activities, and prepare clear reports and programme records. Proficiency in Microsoft Word, Excel and PowerPoint is required, together with full professional proficiency in Portuguese and English. The role also requires willingness to travel regularly to programme districts and work effectively in remote and security-sensitive environments.
About our offer
The starting gross salary on offer for this role is from USD 22,956 -USD 26,268 gross per annum, depending on experience. Staff Benefits Summary

Successful candidates will be based in one of GAIN’s country offices and must have the existing right to live and work within a reasonably commutable distance of the relevant city / cities in which the role is advertised.
