Responsibilities:
Community engagement and awareness
- Manage day-to-day relationships and interfaces with community stakeholders.
- Develop and implement engagement plans, including engagement objectives, target audiences, key messages, communication methods, expected outcomes, and follow-up actions.
- Develop, maintain, and strengthen effective working relationships with government authorities, ensuring information sharing, and alignment on Project-related socioeconomic matters.
- Establish and maintain constructive relationships with civil society organizations (CSOs), non-governmental organizations (NGOs), and community-based organizations (CBOs) to foster collaboration, manage stakeholder expectations, and support Project objectives.
- Communicate Project activities, schedules, employment opportunities, community investment initiatives, and other relevant information to stakeholders.
- Ensure timely responses to community inquiries, concerns, and issues and provide regular feedback to stakeholders on action taken.
- Promote inclusive stakeholder engagement and facilitate the participation of vulnerable, marginalized, and underrepresented groups, where appropriate.
- Monitor and assess stakeholders perceptions, priorities, and emerging issues that may affect Project activities, and provide recommendations to the Leadership Team.
Community grievance management
- Support the implementation and continuous improvement of the Community Grievance Mechanism through awareness, performance monitoring, and analysis of grievance trends and metrics.
- Coordinate with Project functions, contractors, authorities, and community representatives to ensure timely resolution and closure of received grievances.
- Maintain coordination with neighboring operator to facilitate screening, referral, and follow-up of non-project-related grievances, ensuring clear and timely communication to affected stakeholders.
- Analyze grievances, stakeholder feedback, and community concerns to identify trends, emerging risks, root causes, and opportunities for continuous improvement.
Community intelligence and information gathering
- Monitor, identify, and report emerging social risks, conflicts, rumors, stakeholder concerns, and other developments that could impact Project activities, reputations and community relations.
- Promote open communication channels and encourage community stakeholders to provide feedback on Project activities, potential impacts, risks, and community concerns.
- Maintain awareness of community investment, livelihood restoration, government-led programs, and other development initiatives being implemented within the Project area.
- Gather and analyze community intelligence and stakeholder feedback to support risk assessments, engagement strategies, grievance management, and informed decision-making.
Safety compliance, monitoring and reporting
- Ensure compliance with security requirements, emergency procedures, and operating procedures applicable to the Project.
- Conduct stakeholder engagement activities in accordance with Project policies, ethical standards, applicable regulations, and commitments related to environmental and social performance.
- Coordinate closely with other Project functions to support situational awareness and effective management of community-related risks.
- Gather, monitor, analyze, and report community-related socioeconomic data to support impact monitoring, risk management, and Project decision-making.
Qualifications:
- Degree in social sciences, community development, sociology, environmental, external affairs, or a related field.
- 8 – 10 years supervisory experience in community relations work, grievance management, and social performance.
- Proven leadership experience managing teams in complex operational environments.
- Experience working with government, community leadership, CSO, and vulnerable groups.
- Excellent written and verbal communication skills.
- Fluent in Portuguese and English; knowledge of local languages (Swahili, Kimwane, Makonde or Makua) is an advantage.
- Demonstrated initiative, coordination, and planning abilities, with strong organizational skills.
- Strong interpersonal skills and work ethic.
- Self-motivated and able to manage tasks effectively.
