PRESENTATION OF THE ORGANIZATION

Solidarités International (SI) has been providing life-saving assistance in northern Mozambique since March 2019, initially responding to Cyclone Idai. As the crisis in Cabo Delgado escalated, SI began operations in Mueda in July 2021 and progressively expanded to other northern districts including Nangade, Muidumbe, Palma and, more recently, Mocímboa da Praia. By 2022, SI had established a coordination office in Pemba and operational bases in Mueda and Palma.

Following the closure of the Palma base, SI opened a new base in Mocímboa da Praia in July 2023 to support urgent returnee needs. Today, SI operates from Pemba, Mueda and Mocímboa da Praia, covering not only the northern districts (Mueda, Mocímboa da Praia, Nangade, Muidumbe and Palma) but also additional districts further south, such as Metuge, Chiúre, Mecúfi and Ancuabe.

In 2024–2025, SI Mozambique has prioritized integrated, multisectoral programming focused on the Rapid Response Mechanism (RRM), WASH, Food Security and Livelihoods (FSL), and Shelter/NFI. At the beginning of 2025, however, major BHA funding cuts forced a significant restructuring, reducing the mission from approximately 140 to around 50 staff and prompting a reorganization of operations to maintain essential activities.

This restructuring coincided with a deterioration of the security situation in Cabo Delgado, with renewed attacks, increased displacement, and unpredictable access since mid-2024, requiring continuous adaptation of SI’s strategies.

In 2026, despite these challenges, SI continues to deliver principled, needs-based assistance across Cabo Delgado with the support of key donors such as ECHO, SDC, CDCS, OCHA, IFSAN and UNICEF while exploring emergency and nexus funding opportunities with other donors such as DG INTPA, adapting its WASH strategy and stenghtening its FSL expertise.

DESCRIÇÃO DO CARGO

The Field Coordinator oversees the development of Solidarites International\’s (SI) presence and response in their area of intervention, in line with the Country Strategy and the organisation\’s mandate.

Delegated by the Country Director, they are SI\’s representative in the area to aid workers, local administrative, military and political authorities, civil society and the media.

They are responsible for ensuring the security of SI teams and assets in their area, as well as compliance with the organisation\’s ethical framework and values.

LIST OF MAIN TASKS:

HUMANITARIAN MANAGEMENT

  • Monitors and analyses the humanitarian, political, cultural, social and economic context in their area.
  • Coordinates the collection of health and humanitarian data and indicators throughout the area of intervention, in support of programme managers.
  • Engages in dialogue and represents SI with all stakeholders in its area and humanitarian response actors in accordance with humanitarian principles.
  • Provides the Country Director and coordination team with information on priority advocacy issues.
  • Ensures the operationalisation of humanitarian principles, the association\’s key values and the constant pursuit of humanitarian impact by the teams in its area of intervention.

STRATEGY AND PLANNING

  • Identifies issues and, together with their teams, proposes priority humanitarian programmes in their area of intervention and contributes to the Country Strategy.
  • Coordinates the strategic and annual planning exercise with the base teams, including the sizing of the necessary human, financial and logistical resources.
  • Supervises the operationalisation of the annual planning into action plans for the various departments at its base.

DEVELOPMENT AND REPRESENTATION

  • Oversees the planning and conduct of needs assessments, in line with the annual action plan or new emergencies.
  • In conjunction with the coordination team and its staff, facilitates and contributes to the design of funding proposals.
  • Contributes to the definition of strategic partnership priorities and the identification of potential partners in the area.
  • Contributes to the work of engaging donors present in its area of intervention.
  • Coordinates the work of SI teams to influence local coordination platforms and initiatives.
  • Participates in SI\’s representation and communication efforts in the country.

OPERATIONS AND RESOURCE MANAGEMENT

  • Monitors the relevance, quality and consistency of programmes implemented in their area.
  • In coordination with the Programmes Department, ensures compliance with the cycle and implementation deadlines for each project in the area.
  • Monitors indicators, risks and recommendations related to their base.
  • Evaluates the performance of its services against the objectives of the annual plan.
  • Proposes to the coordination team any adjustments necessary for the smooth running of the response in their area of intervention.
  • Ensures the implementation of a system to monitor the relevance, quality and consistency of programmes, through the systematic integration of cross-cutting themes (environment and climate, cross-cutting protection, public health and market-based approach, etc.) and, where relevant, multisectoral integration.

ACCESS AND SECURITY

  • Regularly updates strategies, frameworks and procedures related to access and security.
  • Develops a culture of humanitarian access within its base.
  • Verifies compliance with due diligence obligations, including awareness by all of security and access rules and procedures.
  • In accordance with humanitarian principles, oversees dialogue with relevant actors to enable recognition and acceptance of the organisation and to guarantee SI teams\’ access to populations in distress and their access to the services provided by SI.
  • Ensures that the actions carried out by the various departments of the base contribute to the organisation\’s acceptance efforts and do not jeopardise the latter.
  • Manages security incidents.

INTERNAL COORDINATION AND COMMUNICATION

  • Leads internal coordination between teams.
  • Adapts coordination mechanisms between the various departments in their area of intervention.
  • Ensures the smooth flow of operational information to all teams.
  • Ensures smooth communication between base and coordination teams.

 

COMPLIANCE AND ACCOUNTABILITY

  • Verifies compliance with internal and external procedures throughout the base, including commitments to partners.
  • Oversees the identification and monitoring of major compliance breaches and risks.
  • Proposes and implements corrective measures in coordination with other teams.

REPORTING

  • Ensures compliance with internal and external reporting formats and procedures.

MANAGEMENT

  • Responsible for the effective implementation of HR policies and processes to ensure that the number of people and the sum of knowledge required for the activities for which they are responsible are available: 
    • Analyses, quantifies and qualifies the human resource needs of their team. 
    • Recruits and ensures the integration of the team for which they are responsible. 
    • Evaluates the performance of their team members. 
    • Trains and supports team members. 
    • Leads and communicates with their team.

INTERNAL CONTROL

  • Responsible for the compliance of the documents they produce.
  • Ensures that an adequate level of control is in place at their base/area of operation

FOLLOW-UP ON RECOMMENDATIONS

  • Responsible for implementing recommendations within their area of responsibility.

FILING AND ARCHIVING

  • Ensures that archives are sent regularly to the coordination office in accordance with the requirements of the context
  • Ensures the security (digital and physical) of the archives of documents produced at their base and sub-base
  • Supervises the proper management of archives by base teams

FIGHT AGAINST ABUSE

  • Creates and maintains a work environment that prevents inappropriate behaviour.
  • Participates in the promotion of SI\’s ethical framework.
  • At any time, respects the protection of information exchanged within the framework of an abuse notification and its treatment
  • Implements abuse risk mitigation measures
  • Is accountable for Solidarités International\’s ethical framework at base office level
  • Oversees the implementation of appropriate abuse risk mitigation measures at base level
  • Supervises processing and follow-up of abuse notifications delegated by the Country Director

PARTNERSHIPS

  • May contribute, in line with their role and responsibilities, to the verification of SI\’s implementing partners
  • May contribute to the implementation of a plan to support and strengthen SI partners
  • May participate in monitoring the actions of partners in relation to their role and responsibilities

REQUIRED QUALIFICATIONS

Education: Bachelor diploma in relevant fields.

Experiences:      Minimum 3–4 years of experience managing humanitarian or development projects.

Experience working in complex and time-constrained projects.

Technical Skills

Security and access management, including acceptance, organised armed group and climate related risks understanding.

External representation and coordination with NGOs, authorities, formal and informal community.

Financial and HR management : ability to translate contextual, legal or financial constraints into actionable workplans and a transparent communication toward its team.

Fluid and proactive communication, both internal and external

Curiosity and intellectual plasticity

Languages:  English (mandatory)

 Portuguese highly (mandatory)

Spanish is a plus if no portuguese
