JOB PURPOSE:

This position is located in WFP Mozambique Country Office based in Maputo, Under the direct supervision of the Procurement Officer and/or Head of Procurement, the incumbent is expected to demonstrate responsibility and initiative to respond independently to queries and problems with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders have a level of expertise and knowledge to adapt and contribute to the development of systems and processes in order to continually improve the level of support provided. Job holders supervise, provide technical advice, coach and coordinate a team of support staff. This position will be heavily focused on cash-based transfer (CBT) activities.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Plan, manage and provide senior management with technical advice on procurement activities, following rules, procedures and regulations with a focus on cash-based transfer (CBT).

  • Work in close collaboration with internal CBT stakeholders to align procurement activities as per corporate guidance with wider programmes and ensure a coherent approach to meeting different transfer mechanisms.

  • Apply knowledge of financial markets, Financial Service Providers (FSPs), retailers, and service providers to support the procurement of CBT-related services, as well as other goods and services required by WFP operations.

  • Monitor and analyse market developments to identify trends, risks, and opportunities affecting procurement and CBT operations, and produce reports and recommendations to support informed decision-making.

  • Conduct market assessments and supplier analysis to identify potential Financial Service Providers, retailers, and other suppliers, and support the maintenance and development of supplier databases. Engage with suppliers, financial institutions, retailers, and the broader business community to strengthen market capacity, promote competition, and ensure continuity and quality of service delivery.

  • Manage development of procurement plan and implementation of Local and Regional Food Procurement Policy with special attention towards linking Traders/Retailers/Food processors with Smallholder Farmers/Groups.

  • Manage local procurement of Financial Service Providers and recommend cost-effective purchases, for Procurement Authority authorization.

  • Manage procurement activities throughout the sourcing cycle, including preparation of solicitation documents, tender management, evaluation of offers, negotiations, contract award, and contract administration, ensuring timely and effective delivery of goods and services.

  • Develop, review, and manage contracts and Long-Term Agreements (LTAs) for Financial Services, CBT-related services, and other procurement categories; coordinate negotiations and support resolution of contractual issues, disputes, and claims.

  • Monitor supplier performance and contract compliance, including Financial Service Providers, retailers, and other contracted suppliers, and recommend corrective actions where required.

  • Compile and analyse procurement data and prepare accurate and timely reports on procurement activities, including CBT-related procurements, ensuring lessons learned and best practices are documented and shared. Provide procurement inputs for donor and management reporting as required.

  • Provide guidance, training, and capacity strengthening to WFP staff on procurement principles, processes, and strategic sourcing approaches, including CBT-related procurement when applicable.

  • Support emergency preparedness and response activities by ensuring procurement arrangements, market intelligence, and supplier networks are in place to facilitate rapid deployment of goods, services, and transfer modalities during crises

  • Perform other duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • At least two years’ experience in procurement of Good & Services including the planning, solicitation, evaluation, and contract management phases of procurement activities.

  • Demonstrated knowledge of UN/WFP procurement principles, policies, procedures, and ethical standards, with the ability to apply them in procurement processes.

  • Experience in the procurement and contracting of Financial Service Providers (FSPs), retailers, and voucher or cash-based transfer (CBT) service providers, with a strong understanding of the relevant financial services, retail, and digital payment markets.

  • Proven experience conducting market assessments, supplier analysis, and sourcing strategies to support CBT operations and related procurement requirements.

  • Demonstrated ability to coordinate and manage procurement processes in collaboration with cross-functional teams, including Supply Chain – Logistics, IT, Finance, Administration, and Programme units.

  • Experience supporting competitive tendering processes (RFPs, ITBs, RFQs), supplier evaluations, negotiations, and contract management activities.

  • Strong analytical, stakeholder management, and communication skills, with the ability to engage effectively with internal and external stakeholders.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

Language: National Professional: Fluency (level C) in English language and the duty station’s language, if different.
