The HR Manager leads all project human resources functions, focusing on local talent acquisition, expatriate mobilization, immigration processing, client liaison, and strict National Content compliance for the Mozambique LNG project.
Funções
- Local Recruitment & Localization: Lead end-to-end local hiring to achieve a 70%+ local workforce ratio (including 100% local unskilled labor) while prioritizing hiring from project-affected local communities;
- Personnel Mobilization: Oversee phased site mobilization for all staff, coordinating medical fitness certificates (MFC), mandatory HSE safety inductions, biometric registrations, and site access badges;
- Expat Visas & Immigration: Manage the full visa and work permit lifecycle for Chinese personnel, including MITESS and SENAMI filings, permit cancellations/re-applications, and site transit logistics;
- Liaison & Industrial Relations: Serve as the primary HR contact for our client HR department, leading regular compliance meetings, aligning HR policies, and resolving labor relations issues;
- National Content Management: Develop and maintain the Local Content Implementation Plan, track workforce data, submit monthly compliance reports to our clients, and prepare project close-out reports;
Requisitos
- – Education: Bachelor’s degree in HR Management, Business Administration, or a related field;
- – General Experience: 8–10 years of progressive HR management experience;
- – Industry Experience: 3+ years managing HR in international EPC, Oil & Gas, or large-scale construction projects;
- – Regional Expertise: Proven experience with Mozambican labor laws, local workforce management, and MITESS/SENAMI work permit processing strongly preferred;
