The ENV Department has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (‘Green Business line’); (2) Marine, Coastal, Aquatic Resources and Ocean Health (‘Blue Economy Business line’); (3) Pollution Management and Environmental Health (‘Pollution Management Business line’); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards/ Environmental Risk Management Business line:  delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development. This includes provision of high-quality and timely safeguards services across the Bank, including current safeguards policies and the effective implementation of the new Environment and Social Framework (ESF) that was roll out on October 1, 2018

The ENV Department in Sub Saharan Africa includes four units. The mission of the SAEE3 unit is to work with national and local governments and with communities to improve sustainable management of natural resources and improve preparedness to natural disasters in the following three Country Management Units: DRC, Mozambique, and South Africa.

SAEE3 is seeking to recruit a Senior Environment Specialist to be based in Maputo, Mozambique to support a broad portfolio of lending and policy dialogue activities primarily for Mozambique.  The Selected candidate will work under supervision of the Practice Manager for SAEE3 based in the WB ‘s Washington Office:

Duties and accountabilities:

Operations and Policy Dialogue:

– Lead the preparation and implementation of environment, climate, blue economy and natural resources management operations, co-lead or be a technical team member on operations led by other departments and PGs including development policy operations and IPFs, conduct timely project preparation, implementation support missions, catalyze project disbursement and provide technical leadership on ENV related topics. 

– Lead the policy dialogue on blue economy, environment, climate and natural resources management with the government and other stakeholders.With attention to community landscape/seascape management and Climate Change which are the focus of ENB intervention in Mozambique.

– The list of projects where ENV is involved include:

o   Northern Mozambique Rural Resilience Project – (P174635)

o   Sustainable Rural Economy Program – (P174002)

o   MZ Zambezia Emissions Reductions Payment – (P164524)

o   Mozambique Integrated Ecosystem Restoration Project – (P509402)

– Represent ENV in developing and implementing sector strategy and assist in country-specific policy work (CEA, SCD, CPF, etc.)

– Proactively participate in other key department dialogue (e.g. agriculture, governance, land tenure, competitiveness, water, Social Sustainability and Inclusion, etc..) and represent ENV Department in such a dialogue.

– Represent the Bank in donor meetings on the environment; and contribute to knowledge generation and diffusion within the region and beyond.

– Support the CMU and represent the team in environment and climate meetings in-country. Participate in CMU Team meetings and coordinate closely with the SD/Planet Program leader.

– Prepare briefs and talking points on key ENV issues and report, as needed to CMU, on progress of ENV activities.

– Advise clients in the Government and consultants on environmental policy and technical matters, and conduct on-the-job and formal training for the clients and consultants.

 

Selection Criteria

 

* Master’s or PhD degree in environmental policy, Institutions, fisheries, natural resources management, Forestry, Ecosystem science, environmental or civil engineering, Agriculture, or other relevant disciplines.

* Deep technical expertise in at least two of the following subjects: 1) Fisheries, Blue Economy and 2) coastal zone management; 3) Forestry, protected area management, biodiversity; 3) landscape/seascape management.

* At least 8 years of proven, relevant experience in Natural Resource Management, Blue Economy, Fisheries, coastal zone management or other relevant disciplines.

* Strong operational and analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally related data and information.

* Familiarity with the World Bank Group’s organizational structure, its Policies and procedures including knowledge of Bank Environmental and Social Framework

* Teamwork – Working with diverse teams to achieve challenging outcomes, complementing other team members and delivering under tight timelines.

* Excellent oral communication and writing skills in Portuguese and English. Fluency in Portuguese is a requirement for this position.

* Advanced working skills in multiple software applications (Outlook, Word, Excel, and PowerPoint).
